June 19, 2021:

Hawkins County 911 announced that a statewide call out was requested through the Tennessee Association of Rescue Squads for Sunday regarding the search for Summer.







Ground crews were seen combing a field with flashlights Saturday night as a helicopter flew overhead.

The TBI said that its agents and Hawkins County investigators responded to the location near Beech Creek Road to follow up on a lead, but Summer remained missing.

The TBI continued its search for Summer Wells with help from nearly 70 agencies across the region, including crews from Alabama. The TBI reported it was up to 137 tips in the case by Sunday afternoon.

HAWKINS COUNTY, Tenn. (WJHL) – Ground search crews continue to work Saturday night in hopes that one more lead may be the last in the hunt for missing Rogersville 5-year-old Summer Wells.


News Channel 11 staff on the scene documented full ground crews working under cover of darkness near the Wells’ Ben Hill Road residence.

Responders were seen combing the field with personal flashlights and the help of an overhead helicopter Saturday (June 19) around midnight.

CARD team is defined as: Experienced personnel, with proven track records in investigating crimes against children, especially in cases where the child is abducted by someone other than a family member. They investigate tech, incl. internet histories, social media, messaging, phone use and tracking in respect to possible child trafficking, they work with violent crime units, behavioral analysis experts, and child exploitation task forces. They have mapping tools to map and  investigate SO's in the area and National leads in the registry.


Who are the members of the FBI card team?

CARD team agents also work closely with National Center for the Analysis of Violent Crime coordinators, members of the regional FBI-led Child Exploitation Task Forces, and representatives from our Violent Crimes Against Children Section at FBI Headquarters. What exactly does the CARD team bring to the table?

Investigating Child Abductions — FBI

***CARD team is defined as: Experienced personnel, with proven track records in investigating crimes against children, especially in cases where the child is abducted by ***someone other than a family member. They investigate tech, incl. internet histories, social media, messaging, phone use and tracking in respect to possible child trafficking, they work with violent crime units, behavioral analysis experts, and child exploitation task forces. They have mapping tools to map and  investigate Sexual Offenders in the area and National leads in the registry.


FBI Jurisdiction in Child Kidnappings

In the public eye—and even in some state and local law enforcement circles—there are common misconceptions about when the FBI can get involved in child kidnappings. That there has to be evidence a victim has been taken across state lines. Or that a ransom demand has to be made. Or that 24 hours must pass.

All are false.

Whether the case ends up being investigated and prosecuted at the local level or at the federal level, the Bureau will always leverage our investigative resources and technical assets to work hand in hand with state and local law enforcement agencies on cases involving the mysterious disappearance of a child. Our role is to help investigate the disappearance, recover the child, and apprehend the person or persons responsible.

And that role begins as soon as we’re notified.

The TBI continued its search for Summer but said it would only hold media briefings on the weekend if there was a big find in the case. The TBI was up to 113 tips by Saturday and revealed photos of the home and property where Summer was reported missing from.
